The following targets were adopted at the VRWG strategy meeting held from 2-4 May 2006

1. INCORPORATING GENDER INTO THE VRWG’S WORK


The Group seeks to incorporate a gender sensitive approach in all aspects of its work: considering gender justice from the perspective of access, treatment and outcomes.

2. ICC’s STRATEGIC PLAN

The Group recognises the importance of ensuring that victims’ rights are adequately reflected in the Court’s objectives and that the full range of victims’ needs and concerns are understood collectively and in context.

3. VICTIM PROTECTION SUPPORT AND ASSISTANCE

The Group pursues strategies to ensure adequate and effective forms of support and protection for victims, including victim applicants, participants, as well as intermediaries and others at risk.

4. VICTIM PARTICIPATION AND LEGAL REPRESENTATION

The VRWG recognises the need for positive action by the Registry of the ICC and by civil society groups and others to enable victims to participate.

It continues to encourage the Registry to develop clear guidelines and procedures for victims wishing to participate, and to actively enable this participation, through outreach, dissemination of information and adoption of appropriate procedures to receive and determine applications.

5. INTEREST OF VICTIMS

Ensures that the voices of victims are heard in considering the “interests of victims” in any particular case.

6. REPARATION

The Group seeks to ensure that full and effective reparations are provided to all victims under the jurisdiction of the ICC and promotes full cooperation by states to ensure enforcement of reparations awards.

7. THE TRUST FUND

The Group actively supported the creation of a Trust Fund for Victims and played an instrumental role in the adoption of the Trust Fund’s Operational Regulations. The VRWG continues to support the Trust Fund in its early operational stage, providing input on fundraising, relationship with NGOs, guidelines for determining priorities, etc.

8. VRWG – THE WAY FORWARD

The Group will continue to evolve to meet the needs of victims on the ground and to keep up with emerging issues at the Court, reflecting the experiences gained from countries under investigation and/or prosecution by the Court, and the developing jurisprudence of the different chambers of the Court.

Members of the Working Group meet for three days in London (2-4 May 2006) to review strategies of the Court now that the first investigations have been opened and warrants issued.
